Interim resolution adopted per Rights Centre application

On 12 June 2025 the Committee of Ministers of the Council of Europe adopted an interim resolution in the case of Makuchyan and Minasyan v. Azerbaijan.
The Committee strongly condemned the Azerbaijani authorities’ failure to demonstrate any tangible progress in executing the judgment. It expressed deep dissatisfaction with the fact that the perpetrator of this hate crime was granted benefits that appear to lack any legal basis under domestic law. The Committee urged Azerbaijani authorities to clarify, without further delay, the nature of the “other benefits” provided to him. It also called for the immediate removal of official letters supporting his pardon and release, and demanded that the perpetrator no longer hold any public office.

It is noteworthy that Rights Centre, alongside five other Armenian NGOs, had requested the Committee to take this step through a joint Rule 9.2 submission. Rights Centre considers that this marks an important development in ongoing efforts to ensure accountability in this case.
