From July 12 to July 13, 2024 a workshop took place on electronic monitoring and house arrest organized by partner of Rights Centre NGO, Civil Society Institute. During the workshop Tatevik Gharibyan presented the findings of the study on implementation of house arrest. Representatives from the Investigative Committee, Attorney’s Chamber, NGOs participated in the event. The study recommends that legislative reforms should be carried out to ensure that individuals under house arrest receive the same rights as those in detention.

Introduced in Armenia on January 1, 2023, these alternatives to pretrial detention have raised concerns over excessive restrictions, including limitations on outdoor exercise, communication, and access to medical assistance. Rights Centre emphasizes the need for a more tailored approach, avoiding blanket limitations and ensuring fundamental rights are protected.

The findings were discussed in a workshop attended by local and international experts, with input from Estonia and Serbia, where house arrest measures have been in use for a longer period.
