On 10 March 2025 Juremonia platform members Rights Centre NGO, Civil Society Institute NGO, and Social Justice NGO submitted a joint alternative report in response to Armenia’s 5th periodic report for the 68th Session of the UN Committee Against Torture.
The report aims to provide supplementary insights into Armenia’s compliance with the UN Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment. The report highlights a number of issues: gaps in Armenia’s legislative framework, namely lack of definition of inhuman and degrading treatment, inconsistent legal safeguards for arrestees, ineffective investigation of torture cases, unfulfilled commitments to rehabilitation.
The report underscores the urgent need for legislative and procedural reforms to ensure genuine accountability and protection against torture in Armenia. Several of the issues and recommendations outlined in the report were subsequently reflected in the Concluding observations on the fifth periodic report of Armenia of the UN Committee Against Torture.
