On 27 March, 2025 Rights Center NGO held a discussion on the topic of ”Presenting the means of anonymous reporting system in mental health facilities” . Rights Center NGO in scope of Anonymous reporting in mental health facilities project, which has been implemented with the support of Sida and Eurasia Partnership Foundation, has developed recommendations and draft legal acts on submission of anonymous reports.
During the discussion, opening remarks were delivered by Izabella Sargsyan, Programs Director at the Eurasia Partnership Foundation, and Anna Maralyan, President of the Rights Center NGO. Rights Center experts Narine Solomonyan and Isabel Abgaryan presented the legal drafts.
Representatives of the Ministries of Health and Justice, the Human Rights Defender, the Office of the Representative for International Legal Affairs, the National Center for Mental Health, Eurasia International University, non-governmental organizations, as well as lawyers attended the meeting.
Action 2.3 of the 2023-2025 Human Rights Action Plan envisages adoption of laws and procedures for submitting anonymous complaints in mental health facilities. This initiative aims to protect individuals in mental health facilities from violence by strengthening whistleblower protections and improving institutional accountability.
