The Police Response to Domestic Violence Cases in the Republic of Armenia

On November 7, 2025 the Women’s Support Center (WSC) NGO, in cooperation with the Rights Centre NGO, held a discussion titled “The Police Response to Domestic Violence Cases in the Republic of Armenia.”
During the discussion, the o Women’s Support Center presented the issues identified and recommendations proposed as a result of a study conducted by Global Rights for Women.
The opening remarks were delivered by Anna Safaryan, Program Director of the Women’s Support Center NGO, and Tatevik Gharibyan, Program Director of the Rights Centre NGO.
The content of the report was presented by Anna Safaryan, Program Director of the Women’s Support Center NGO. The report highlighted several key problems, including:
🔻 Police officers responding to domestic violence calls often lack a clear understanding of the dynamics of power and control in such cases;
🔻 The primary aggressor is not always properly identified;
🔻 The established risk assessment procedures are incomplete;
In the absence of a centralized database, it is difficult to identify previous incidents of violence;
🔻 Delays and hesitation occur in issuing Emergency Intervention Orders by law enforcement officers;
🔻 Perpetrators are rarely, if ever, detained or arrested;
🔻 And other related issues.
The above-mentioned challenges were analyzed in detail, and potential practical solutions were proposed.
Georgi Khachatryan, Head of the Methodological Support Department, spoke about the ongoing police reforms in the field of domestic violence prevention.
The meeting was concluded with a Q&A session. The meeting was attended by representatives of the RA Ministry of Internal Affairs Police, the RA Ministry of Labor and Social Affairs, the Chamber of Advocates, as well as representatives of international organizations and civil society.
