Workshop on the Crime of Stalking

On October 18, 2025, the Rights Centre NGO held a workshop on the crime of stalking. The opening speech was delivered by Anna Maralyan, President of the Rights Centre NGO. During the workshop, Judge of the RA Criminal Court of Appeal Arsen Nikoghosyan presented the criminal-legal characteristics of stalking within the framework of international and domestic legal regulations, while licensed attorney Zaruhi Mejlumyan presented the law enforcement practice related to the criminal offense of stalking. The workshop concluded with a Q&A session between the participants and the speakers.
Let us note that stalking is a new criminal offense introduced in the Criminal Code of the Republic of Armenia in 2024. Stalking refers to following a person, using information or communication technologies, visiting their place of residence, work, or study, or engaging in unwanted communication in any other way, such as creating online accounts using the person’s data, and so on, if the act is committed repeatedly and causes fear or anxiety in the person.
